Call for the Swift Publication of Gazettes for Verified July Uprising Fighters and Martyrs’ Families
Dhaka, October 28, 2026: A call has been made for the swift publication of official gazettes recognizing injured fighters of the July Mass Uprising and the families of martyrs whose verification processes have been completed, ensuring their rightful recognition by the state.
The demand was raised at a press conference held on Wednesday at 3:30 p.m. at the Shishu Kalyan Parishad in the capital. The event was organized at the initiative of injured July fighters and families of martyrs and coordinated by the Tarunyer July Foundation.
Speaking at the press conference, Ahadul Islam, General Secretary of the foundation, said, “We are not against any political party; we stand for the rights of July fighters and the families of martyrs.”
The organizers clarified that they were not demanding the inclusion of anyone without proper verification. Rather, they support efforts to identify and exclude fraudulent claimants. However, they urged the authorities to immediately publish the gazettes for those whose investigations have been completed and who have received clearance from the National Security Intelligence (NSI), Police Bureau of Investigation (PBI), Detective Branch of Special Branch (DSB), and the relevant police stations.
According to the organizers, a list of 490 individuals is currently awaiting signatures. In addition, more than 1,200 applications with completed Management Information System (MIS) processing are awaiting gazette publication at the Directorate General of Health Services. Applications involving 231 individuals from 16 districts remain pending at the Ministry of Liberation War Affairs.
More than 150 applications remain incomplete due to missing birth-date documentation, while the correction of categories for 155 individuals is still pending. The organizers also claimed that files from 20 districts, including Bogura, Gaibandha, Jashore, and Narayanganj, remain unresolved at the offices of deputy commissioners and at the ministry level.
They further stated that the problems had not been resolved despite the submission of memorandums and petitions bearing public signatures to the offices of deputy commissioners. Members of several martyrs’ families, including those of Russell, Ashraful, and Sabbir Hossain Munna, are still waiting for official state recognition.
The press conference also highlighted that many July fighters who have suffered disabilities, lost their eyesight, or sustained severe injuries are being deprived of essential medical treatment because they have not yet been included in the official gazettes.
The organizers claimed that one July fighter in Cumilla and another fighter, Madhu, in Rangpur, who died approximately two months ago, lost their lives amid a lack of adequate medical care. Concerns were also expressed over the safety and security of July fighters in Barishal and other areas.
Five-Point Demand
At the press conference, the organizers presented five demands:
1. Immediate publication of the gazette by signing the list of 490 verified individuals without further delay.
2. Publication of gazettes within five days for more than 1,200 pending applications and applications held up in the concerned districts.
3. Accessible and improved medical treatment for injured July fighters.
4. Formation of a special verification committee to identify and recognize the families of martyrs who have been deprived of official recognition.
5. Ensuring the safety and security of July fighters by issuing necessary directives to local administrations.
Speaking at the event, Mohammad Sagor Uddin said, “July fighters are not asking the state for charity; they are demanding their rightful recognition and medical treatment. Every day of delay increases the risk to someone’s life.”
The organizers warned that if their demands were not implemented promptly, they would be compelled to announce peaceful and democratic programmes in support of July fighters after five days.
The press conference was organized through the joint initiative of injured July fighters, families of martyrs, and the Tarunyer July Foundation.
WIPC and Dhaka Press Club President Calls for Justice
Meanwhile, Awrangzeb Kamal, President of the World International Press Club (WIPC) and Dhaka Press Club, joined the press conference virtually and said that ensuring the rightful rights, state recognition, and advanced medical treatment of injured July fighters and the families of martyrs from the July Mass Uprising was extremely important.
He strongly urged the government to expedite the publication of gazettes for those whose verification and investigations had been completed.
He further stated that the process of identifying fraudulent claimants must continue. However, genuine July fighters and members of martyrs’ families should not remain deprived of official recognition for an extended period after completing the verification process.
He emphasized that ensuring medical treatment and security for severely injured fighters, while standing beside vulnerable families of martyrs, was a humanitarian responsibility of the government.
Kamal called upon the authorities to take prompt and effective measures to establish their rightful entitlements and ensure that no genuine July fighter or martyr’s family is left waiting for recognition, essential treatment, and state support.
